Meet Kelly

Lifelong Republican Leader

Kelly Smith is a a 30-year resident of North Utah County and a lifelong registered Republican. For years, Kelly has served within our Utah County Republican party—as a volunteer, county and state delegate, and now serves as a precinct chair. She is committed to the principles of the Republican Party platform and the conservative policies that make our area and state special.

Conservative City Council Member

As a Cedar Hills City Council member for the past five years, Kelly has earned a reputation for her fierce commitment to government transparency, fiscally conservative policies, and strengthening communication with residents.

During her time on the City Council, Kelly worked tirelessly to make local government more transparent and accountable. She championed initiatives that increased the availability of public records and made council meetings more accessible to residents, so everyone can feel informed and engaged.

She also advocated for financial measures that respect taxpayers’ dollars, ensuring that our community’s resources are used responsibly. She took her years as an educator and her fiscal conservatism to work for our communities by playing a leading role in the split of the Alpine School District.

Candidate for State Representative

With the recent vacancy in House District 54—which covers Alpine, Cedar Hills, and Highland—Kelly felt a renewed call to bring our local perspective to the state level. Though she hadn’t initially planned to run beyond her role on the council, serving our community has shown Kelly just how vital local voices are in shaping effective policies that protect and empower us.

Real effective and conservative leadership starts at the local level. That’s where the policies that impact our daily lives take shape. Kelly has seen firsthand the importance of having conservative statewide advocates who deeply understand local needs.

Kelly on the Issues

Local Control

Burdensome regulations placed on our cities by the state and federal government are a violation of the conservative principles we hold dear. As the only candidate who has held local elected office and who has the endorsement of over a dozen current local elected officials, Kelly will be a disrupter to the status quo. If a bill increases the size of state government while reducing local impact or control, she will not only vote “no”—but build a coalition to beat bad bills.

That’s what she did when she helped lead the effort to split up the Alpine School District. With such a large school district, it impacted the ability of our local communities to decide for themselves on important issues related to education. Kelly wasn’t afraid to build coalitions and engage—even with those hostile to her positions—to help ensure we have more autonomy over our local education decisions.

Fiscal Responsibility

As a member of the Cedar Hills City Council, Kelly has helped lead a balanced budget every year—all while keeping taxes low for residents. She isn’t afraid to dig deep to find ways to keep the budget thin to keep your tax burden lower.

As the only candidate with experience navigating the budget process as an elected official, Kelly is uniquely prepared to relieve the tax burdens placed on Utahns, cut unnecessary government spending, and reduce red tape placed on our individuals, families, and businesses.

Commitment to the Constitution

The guidebook to Kelly’s service will be the state and US constitutions. She recognizes the importance of checks and balances and believes the legislature plays an important role in our constitutional system. If a bill violates the state or federal constitution, she isn’t afraid to stand up and fight it.

Responsive Representation

Kelly believes in the grassroots of our party. It’s why she has personally texted every delegate. This personal and responsive approach to our Republican grassroots isn’t just a campaign tactic—it’s how Kelly operates. As a member of the Cedar Hills City Council, she will have tough conversations and even change her vote based on constituent feedback.
